Emergency Services Districts Explained

An Emergency Services District (ESD) is a local government entity created by voters to provide essential emergency services to a specific area. In Texas, ESDs are authorized by state law and funded primarily through property and sales taxes approved by residents. ESDs help ensure communities have reliable fire protection, emergency medical response, rescue services, and other public safety resources. Governed by a board of commissioners appointed by the county, ESDs are designed to meet the unique needs of the communities they serve while maintaining local oversight and accountability.

As one of more than 300 Emergency Services Districts across Texas, Travis County Emergency Services District 12 (TCESD12) is committed to delivering professional emergency services while planning for the future growth and safety needs of our community. This local model allows decisions about emergency response, staffing, facilities, and resources to be made with the best interests of the residents we serve in mind.

Governance & Transparency

Travis County Emergency Services District 12 is governed by a five-member Board of Commissioners appointed by the Travis County Commissioners Court. The Board provides oversight of the district's operations, establishes policies, adopts the annual budget, sets the property tax rate, and ensures the district remains accountable to the community it serves.

Working in partnership with the Fire Chief, the Board guides the long-term vision of the district while supporting responsible financial stewardship and the delivery of high-quality emergency services. Board meetings are open to the public, reflecting TCESD12's commitment to transparency, accountability, and community engagement.

The public is encouraged to attend Board of Commissioners meetings, held on the second Wednesday of each month at 6:00 PM at the TCESD12 District Headquarters, 12701 US Highway 290, Manor, TX 78653. Community participation is an important part of maintaining transparency and accountability in local government.
